The Board of Perry Township Trustees met in Regular Session on Monday,   

January 14, 2019 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also present was Bonnie Brose, Doug Mercer, Doug Henry, Dan Coats, Linda Baldridge, Mike Carl, Joe Pheifer, Sandy Wilcox, Dan Ackley and  Rhonda Cook.  

     The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance. 

     The meeting was then turned over to Mrs. Stalling who asked for nominations from the floor for Chairman of the Board for 2019.  Mr. Terry Cook nominated Mr. John Brose for Chairman of the Board, seconded by Mr. John Baughman. Brose, yes, Cook, yes and Baughman, yes.  Chairman Brose then asked for nominations for Vice-Chairman of the Board.  Mr. Brose nominated Mr. John Baughman for Vice-Chairman, seconded by Mr.  Terry Cook.  Brose, yes, Cook, yes and Baughman, yes.  Mr. Terry Cook will be the member for 2019.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mrs. Bonnie Brose wanted to thank the Firemen who helped with the tables for the Dave Cook benefit.  She also said that John Baughman and Steve Brose were a lot help as well.

     Fire Chief reported that Mr. Kyle Brugler wants to attend Fire Officer 2 class and Mr. Joe Pheifer wants to attend Fire Inspector Class.  Both of these classes will be held at Bowling Green University from May 20-24.  Mr.Pheifer’s class fee is being paid by his other employer, but he would like Perry Township to pay for his lodging.  He can lodge with Mr. Brugler.  Mr. John Brose made a motion to send these two to those classes seconded by Mr. John Baughman.  Brose, yes, Baughman, yes and Cook, yes. 

     Chief reported that we have not reimbursed for Mr. Brugler’s classes that he has taken because of the Government being shut down.

     Chief reported that the amount of runs for 2018 was Fire- 103 and EMS – 161.  72 of those runs were mutual aid runs.

     Mr. Dan Ackley, zoning inspector gave a zoning update.  He had met with Kyle Ackley about the new home he is getting ready to build.  It will be beside Jay & Kristy Ackley property.

     Ms. Sandy Wilcox had thank you notes for the Twp. and Fire Dept. pertaining to the passing of Robert “Pup” McColloch.

     Mr. John Baughman brought up about getting the traction mats for the cemeteries.  After some discussion, Mr. Brose made a motion to purchase 12- 3’ x 8’ mats, seconded by Mr. Cook.  Brose, yes, Baughman, yes and Cook, yes.

     Mr. Brose brought up that the Masons are cold upstairs of the Lodge Hall.  The furnace has quit up there.  They need a new furnace with a bigger blower.  Mr. Brose had a quote from Hi-Point, to install a new furnace it would be $4,300.00, and if ductwork is needed, the cost will be more.  Mr. Cook made a motion for said furnace seconded by Mr. Brose.  Brose, yes, Baughman, yes and Cook, yes.

     Mrs.  Stalling reported that the Logan County Township Quartly Meeting would be Thursday, Jan. 17, 2019 at Ohio Hi-Point at 7:00 p.m.

    Mrs. Stalling had the mileage certification paperwork from the County Engineer.  Trustees signed it and Mrs. Stalling will send it back to the Engineer.

      We then went into our re-organizational meeting. 

    Mr. John Brose made a motion that we leave our meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room; all Special meetings will be advertised, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, Baughman, yes. 

     Mr. Terry Cook made a motion that the Trustees get paid per salary, with the amount

recommended by the State as per our Budget, seconded by Mr. John Brose.  Brose, yes

Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to make the following changes in the Zoning Boards:

$37.50 – for value $01.00 - $2,000.00

$100.00 – for value $2,001.00 - $5,000.00

1.  $3.75 – per $1,000.00 plus base fee; for $5,001.00 to $50,000.00

2. $2.50 – per $1,000.00 plus base fee and item (1) above $50,001.00 and up.

With a cap of $10,000.00 for any zoning permit.

     Mr. John Brose made a motion to leave Mr. Dan Ackley as our Zoning Inspector, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to leave Mr. Dan Ackley’s salary at $400.00 per month, seconded by Mr. John Brose. Brose, yes, Cook, yes, and Baughman, yes.  He will receive $400.00 per month and also 10% of the permits that he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual zoning meeting with the Zoning Boards.  Mr. Terry Cook made a motion to leave the Zoning Board members pay for attending any Zoning meeting at $40.00 per meeting, seconded by Mr. John Brose.  Brose, yes, Cook, yes, and Baughman, yes.  Mr. Kurt Penhorwood will be Secretary and will be paid $50.00 per meeting that he attends and takes minutes at.

   Mr. John Baughman made a motion to leave the Cemetery Rates the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes.

    West Mansfield Residents, inside the city limits, may purchase lots in the GreenLawn Cemetery under the resident’s price.    Family members of Perry Township residents will be at Trustees discretion. 

     Mr. John Brose made a motion to leave the Trustees doing the digging of the cemetery graves, seconded by Mr. John Baughman.  Brose, yes, Cook, yes, Baughman, yes.

     The cemetery mower was tabled as we are awaiting word from Ralph Hall as to whether he is going to do them this year or not.

     Mr. John Brose made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. John Baughman. Brose, yes, Cook, yes, Baughman, yes.   The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.
     Mr. Terry Cook made a motion to leave the part-time wage at $15.00 per hour, seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes. 

     Mr. Terry Cook made a motion to raise the full-time employee salary by 2%, seconded by Mr. John Baughman.  Brose, abstained, Cook, yes, and Baughman, yes.  This will make the full-time employees salary at $48,297.89 per year or $ 4,024.82 per month plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days and 3 sick days per year.  He can carry over a maximum of 60 days per year. 

     Mr. Terry Cook made a motion to leave the janitor’s salary the same as last year for the Park at $250.00and to raise the pay for the Lodge Hall to $195.00 per month and to leave the Community Room the same at $220.00 per month seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes.  The salary will be:         

Township Building     $220.00 per month     

                                    Lodge Hall                  $195.00 per month

                                    Perry Park                   $250.00 per month that the Park is Open

 

     The Lodge Hall may be used for non-profit at NO charge and for funeral dinners at NO charge.

     Mr. Terry Cook made a motion to leave the Fire Chief salary at $1,500.00 per month, seconded by Mr. John Brose.  Brose, yes, Cook, yes, and Baughman, yes. 

      We do not have an Assist Fire Chief at this time.

          Mr. John Brose made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.

      The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of and as long as he/she is a Perry Township Resident. 

     Mr. John Baughman made a motion to leave the 24 hour men to $15.00 per hour, which is Kyle Brugler, and Mike Carl as medics, and Kyle Richards at $13.00 per hour as an EMT/FF.  All other pay for the fire dept. will remain the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes.   

For Basic EMT it will be $12.25 per hour

For Advanced EMT it will be $12.75 per hour

Medic, Ltn., or Officer it will be $14.25 per hour

The daytime department will run from 8:00 a.m. - 4:00 p.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s- $30.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $55.00

FF- $30.00 Night Shift Mon-Fri if you are an FF/EMT Weekends $110.00

EMT’s $55.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT $60.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT if you work a 10 hr. shift you get $55.00

FF/EMT if you work a 14 hr. shift you get $55.00

    This pay will remain the same but may be re-visited at a later day if need be.

     Mr. John Brose made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-up, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. John Brose made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.  

      Mr. John Brose made a motion to leave the purchasing policy amount at $500.00, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.  Any purchase over the $500.00 needs to have at least 2 Trustees approval prior to the purchase.  This is for the 3 Trustees and the fiscal officer.

     Mr. John Brose made a motion that all time sheets needs to be turned into the fiscal officer by the 1st of each month, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.   

     Mr. John Baughman made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Cook, yes. 

     Mr. John Brose made a motion to leave the rent for the Lodge Hall for Non-residents of Perry Township to $200.00 and to leave the rent for Perry Township residents at $25.00, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes.

     Mr. John Baughman made a motion to give the fiscal officer permission to perform line item transfers as needed through the year, seconded by Mr. John Brose.  Brose, yes, Cook, yes and Baughman, yes. 

     Mr. John Brose made a motion to give the Fire Chief a purchasing limit of $250.00, seconded by Mr. John Baughman. Brose, yes, Cook, yes and Baughman, yes.

     We then set our Appropriations for 2019.
