The Board of Perry Township Trustees met in Regular Session on Monday,
July 11, 2016 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Linda Baldridge, Bonnie Brose, Ginny Montgomery, Doug Henry, Doug Mercer, Dave Cook, Joy Litteral, Larry Wellingtton, Dave Frangis, Kurt Penhorwood, Jennifer Penhorwood, Chuck Boudrow, Jenny Boudrow and Mitch Current.
The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Alligence.
The minutes of the previous meeting was given to the Trustees along with the financial reports prior to the meeting and stand approved by the Trustees.
Mrs. Linda Baldridge thanked Mr. John Brose for getting the gas company to come down her street and to her house. She appreciated his efforts in finding this company.
Mrs. Bonnie Brose thanked everybody for their help with the July 9th celebration. She said that the Crime Watch Committee was amazing. Bonnie said that the firemen were amazing also along with Ginny Montgomery and Kurt Penhorwood. Everyone thanked Bonnie and John for all their help.
Mrs. Ginny Montgomery told Bonnie that the fireworks were amazing.
Mr. Doug Henry, assist fire chief reported that Zico, a company out of PA. came back with a part for the ladder on the truck. This part costs $1,100.00 and Sutphen has agreed to put it on the truck for free. This will make the maximum weight to 500#. Mr. Jeff Rosebrook made a motion to purchase this part, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Doug Mercer said thanks for a wonderful weekend, it was great. Trustees thanked him as well for all his help.
Mr. Dave Cook, squad chief, reported that they are up to 58 runs. They have been going through their equipment and their pediatric pack is about 20 years old. They come fully equipped and from Moore Medical it costs $1,110.00. Mr. Terry Cook made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Dave Cook will place the order.
Mr. Dave Cook brought up about needing 2 new tires for the front of the squad. For some reason those tires had chunks out of them. John had went to Levans and had a quote for $732.00. Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. John will place this order.
Mr. Dave Cook reported that the squad goes up tomorrow night to the Logan County Fair to cover the horse racing.
Mrs. Joy Litteral reported that the Logan County EMS purchased their door that they made for “Doors of Encouragement” and it is on display down at the water trough right now. Joy also reported that the County EMS is out of meetings until September, they are taking the summer off.
Joy thinks we need to block the road at CR 154 during the parade next year.
Mr. Larry Wellington had a suggestion on the night of fireworks maybe blocking off College Street about 9:00 p.m. Too much confusion around that time and until it’s over.
Mr. Dave Frangis reported that he and Dave Cook were back with the gentlemen setting off the fireworks and Dave wanted to know if there is any way we could block off up to the fence in the cemetery. People were getting too close in the cemetery. Dave Frangis wondered if maybe we could get the Logan County Sheriff to patrol the evening of the fireworks.
Mr. Kurt Penhorwood want to know that the next time he does any crackfill on the roads, can we close the road? All trustees are okay with this. He did some crack fill and a lady drove her car down the road and got a lot of tar build up on her tires and Kurt had to purchase a new set of tires for her. If we close the road this will prevent this from happening again. Kurt thought the July 9th celebration was great, great car show.
Mr. Chuck Boudrow said that everyone did a heck of a job for the celebration.
Mrs. Jenny Boudrow said that they went up and watched the Lake’s fireworks and theirs were great, but our was fantastic!!
Maybe we need to have another porta-john for the hill on fireworks day.
It was also brought up that some of the vendors need electric for their spots. We may need to look into putting some electric there before next year.
Mitch brought up that someone suggested to him about putting another “Do Not Enter” sign at the other end of the park.
Mr. Terry Cook brought up that they have spent a lot of money at the park this last month. We have gotten a lot of compliments on the new benches along the tracks. Looks really nice.
Mr. Terry Cook brought up about getting the gazebos stained/painted in the cemeteries.
Mr. Jeff Rosebrook brought up that they got the light in at the LodgeHall.
Mr. John Brose reported that they took the tanker over to Olivers Welding, as the exhaust needed welded.
John has filled out paperwork for Risk Management as to what all changes we have made for the Insurance Company.
John brought up about the Ron Perry situation, John has called the EPA has left messages, and gotten no return calls. John looked at the application and could not find anywhere where the Township would need to sign off on it. So we don’t think Ron would need us to do whatever he needs to do.
John brought up again about swimming pools. We sent out letters to property owners with pools that were 12’ across or more and 1.5’ deep or more last year, stating that they have to have a 6’ fence around their pool. No one complied. John and Dan Ackley, zoning inspector, talked to the Prosecuting Attorney and he told them that yes they do have to have a fence around their pools. So, Dan and John are going to go around and talk to the property owners. This is just for permanent pools, which means a pool that does not get drained. After going out and talking to the owners and they still don’t comply, they will then be sent a certified letter and give them 20 days to comply. If they still don’t comply then they will be turned over to the Prosecuting Attorney. After more discussion, Jeff made a motion to send letters and ask for a reply with their plans included in 30 days, seconded by John. John, yes, Jeff, yes and Terry, yes.
Mrs. Stalling had the fire contract from TRC to be signed.
Mrs. Stalling reported that the Logan County Township Association will hold their County picnic on July 21 at Belle Center.
Mrs. Stalling read a letter from Mrs. Bev Wolf, stating her resignation from the Zoning Appeals Board. She feels that things are not running fairly. Mr. Jeff Rosebrook made a motion to accept her resignation, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. Trustees thanked her for her years of service.
Mr. Terry Cook32 asked if there was anyone at the meeting who would be interested in filling this position. Mr. Mitch Current said that he would like to have it. Mr. Terry Cook made a motion to put Mr. Mitch Current on the Zoning Appeals Board, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Kurt Penhorwood agreed to be the Secretary for the Board.
Mr. John Brose made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes, and Cook, yes.
