The Board of Perry Township Trustees met in Regular Session on Monday, July 11, 2022 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Ken Rosebrook, present, John Gibson, present and Cindy Stalling, present. Also present was Doug Henry, Renee Rosebrook, Jack Reser, Jason Epp, Dan Ackley, Jessica Gibson, Jason Johns, Daniel Trout, Sandy Wilcox and Steve Rinesmith.
The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees along with the financial reports prior to the meeting and stand approved by the Trustees.
Mr. Logan County Auditor, Mr. Jack Reser, was in attendance to verify our 1.5 mill Fire Levy. Mr. Reser had the Resolutions needed to put the fire levy on the November ballot.
Resolution #071122A stated the necessity to Levy A (N) Renewal tax in excess of the ten-mill limitations for the purpose of fire protection, Mr. Brose moved the adoption of this Resolution seconded by Mr. Ken Rosebrook. Brose, aye, Rosebrook, aye and Gibson, aye.
Resolution #071122B stated to proceed with the submission of the question of levying A(N) Renewal tax in excess of the ten-mill limitation for the purpose of Fire Protection. Mr. Brose moved the adoption of the following Resolution, seconded by Mr. Gibson. Brose, aye, Rosebrook, aye and Gibson, aye.
Mr. Reser certified the Estimated Property Tax Revenue. This levy will calculate $80,000.00 per year for the fire fund. It will cost the homeowner $.15 per $100.00.
Mr. Gibson reported that Lazy H Ranch is working on the steps to the basement to the Twp. Building.
Mr. Rosebrook reported that the guy will be here tomorrow morning to start on the floor of the Lodge. He will be done by July 23.
Mr. Rosebrook brought up about the Reimbursement Contract for Jason Epp. Jason brought in the scholarship money he received from Mary Rutan Hospital for $2700.00. His class costs $10,085.00 -$2,700.00= $7,385.00. Jason is getting 2 more scholarship too, from Rhodes. One for $500.00 and 1 for $1,200.00. Those scholarships will be credited to his account at Rhodes. So, we aren’t for sure what the amount we owe right now. Jason did sign the contract and will be employed with Perry Township for the next 5 years. Jason said that Rhodes bills quartley.
Mr. Brose reported that Mr. Gibson got an estimate to remo ve 4 trees from JT Tree Services. 2 trees in North Greenfield Cemetery, The maple tree beside the post office and 1 tree at the East Liberty Cemetery. The quote was for $2,200.00. Mr. Brose made a motion to accept this quote from JT Tree Service, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Gibson, yes. JD will contact JT Tree Service and let them know we accepted their quote.
Mr. Gibson brought up that Dustin Cook would like to go to EMT class. There is 1 coming up in Quincy. The class costs $1,390.00. MRH has a scholarship that he can get and apply to this cost. The class starts in August and goes through December. Mr. Gibson made a motion to pay for Dustin Cook to attend EMT class, seconded by Mr. Brose. Brose, yes, Rosebrook, yes and Gibson, yes,
Mr. Rosebrook gave a report that the Lodge was used 2 times in the last month and were non-profit, the Community Room was used 4 times with no donations.
Mrs. Stalling reported that she is working on getting the new Trustees put on the Lowe’s account and removing the old Trustees. Lowe’s are being butt heads right now working with us.
Mr. Brose brought up to Thank Darin Brogan and the Belle Center crew that helped with the fireworks, they did a fantastic job. The fireworks were awesome, we have received numerous compliments on being the best they ever saw. John stated that Darin put in many hours to get this show put together and then came back and helped clean up afterwards.
Mr. Rosebrook reported that the Trustees received a letter from Mr. Daniel Trout stating that he is resigning his position as the 1 unit shift part-time FF/EMT effective 8-1-22. Daniel stated that he will continue to stay on the department as a part-time/volunteer and would be happy to assist in local fire inspections. Mr. Brose made a motion to accept this resignation, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Gibson, yes.
The Board told Fire Chief, Mr. Doug Henry that they were sorry about the loss of his father.
Mr. Dan Ackley, zoning inspector, ask Cindy is she had received the money from the County for the Conditional Use Permit they got, we have not received their money yet. Dan also said that the fireworks were awesome and thanks to whomever was responsible for the show.
Mr. Rosebrook reported that he would like Mr. Ackley added to the emails that Cindy sends out to the Trustees for trainings. Cindy does not have Dan’s email, but will get it this evening.
Fire Chief, Doug Henry reported that he has a gentleman that wants to take the 140-hour firefighter class. It is Dillion Harrison. There is a class at Ridgeway getting ready to start. Dillion will need a physical, and a stress test. These are new requirements. Mr. Gibson made a motion to send Dillion to FF class, seconded by Mr. Rosebrook. Brose, yes, Rosebrook yes and Gibson, yes.
Chief brought up about doing some work on the utility truck. He stated that it needs some maintenance, fix the console, get a place for the radios. After some discussion, is it worth $1,400.00. Mr. Rosebrook stated that the framed is rusted underneath. The A/C is iffy and the brakes still aren’t right. Matter was tabled. It does need to be taken in and get the brakes fixed.
Mr. Steve Rinesmith brought up about his concern with the tile under C.R.2, it is creating a reservoir, is there any way he can get the County to come back out and fix it? Trustees will contact the County. It is probably a State problem on S.R. 292. Mr. Brose will call the State. The Board told Steve how nice that property he purchased looks now.
Mr. Ken Rosebrook brought up about Nick Cronkleton’s property on T.R. 132 about a wash-out on a ditch. Kenny called the County about this and has not heard anything back from them. Kenny said the County is thinking about putting some boulders in and try to slow the water down. Trustee don’t think this will work. John and JD met the County out there, and they didn’t act like they wanted to do anything. We would like to have it surveyed. JD said that the County said they could come out and survey it. Mr. Brose will call the County about this.
