The Board of Perry Township Trustees met in Regular Session on Monday, July 13, 2020 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also, present in the room was Doug Henry and Mr. Jack Reser.  Present on the Conference call due to the Covid-19 lockdown issued by Governor DeWine, was Mitch Current, Kyle Richards, Jason Epp, James Collins and Bonnie Brose.

Chairman Brose called the meeting to order and all stood for the Pledge of     Allegiance.       

     The minutes of the previous meeting was given to the Trustees to read prior to this

 Meeting.  Mr. Brose asked if there were any additions or corrections to the minutes,

Then asked if there were any additions or corrections to the financial statements that were

 given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mr. Jack Reser, Logan County Auditor, was here to present the park levy that the Trustees want to put on the November ballot.

     Mr. John Brose made a motion to pass the following Resolution: No. 07-13-A

WHEREAS, The Township of Perry requests the Logan County Auditor to prepare a Certificate of Estimated Property Tax Revenue to be generated for an additional levy in the amount of 1.00 mills which is levied for the purpose of Parks pursuant to Ohio Revised Code section 5705.19(H) to be placed on the ballot for the general election to be held on the 3rd day of November, 2020 and to be collected beginning with tax year 2021 which is calendar year 2021.

   NOW THEREFORE BE IT RESOLVED by the Township of Perry that the Logan County Auditor is hereby requested to present said certificate at his earliest convenience.

     Mr. John Baughman seconded the Resolution and the vote being called upon its adoption, the vote resulted as follows:

     The County Auditor of Logan County, Ohio does hereby certify the following:

 

 On July 13, 2020, the authority of the Perry Township certified a copy of its resolution or ordinance adopted July 13, 2020, requesting the county auditor to certify the current tax valuation of the subdivision and the amount of revenue that would be produced by one (1.00) mills, to levy a tax outside the ten-mill limitation for Parks purposes pursuant to Revised Code 5705.19 (H), to be placed on the ballot at the November 3, 2020, election.  The levy type is Renewal.
The estimated property tax revenue that will be produced by the stated millage, assuming the tax valuation of the subdivision remains constant throughout the life of the levy, is calculated to be $55,000.00.
The total tax valuation of the subdivision used in calculating the estimated property tax revenue is $74,285,270.00

 

It is possible that this amount will change each year.

 

     Mr. John Brose moved the adoption of the following Resolution: No. 07-13-B

 

      WHEREAS, the Trustees, approved the following resolution declaring the necessity to ley a tax in excess of the ten-mill limitation.

      Resolution No 07-13-B Date Approved July 13, 2020,

WHEREAS, the Jack Reser, Logan County Auditor has certified the following:

 Total current tax valuation of $74,285,270.00

   Specific number of mills will generate $55,000.00 per year.

 

NOW THEREFORE, be it resolved, by the Township, at least a majority of the members of council, concurring, as follows:

 

1.Shall proceed with submission of the question of the tax to the electors.

2.The rate of the tax rate is 1.00 mills for each dollar in tax valuation.

3.This rate is $.10 for each one hundred dollar of tax valuation.

4.The levy is a renewal.

5.The purpose of the tax is Parks

6.The term of the tax is 5 years

7.The tax is to be levied upon Township

8.The date of the election is 3rd of November, 2020

9.The tax shall be levied in tax year 2020

10.The tax shall be collected in calendar year 2021

11.The Township has territory in Logan County only

 

 

THEREFORE, FISCAL OFFICER IS HEREBY DIRECTED TO CERTIFY THE LEVY TO THE Logan County Auditor and the Board of Elections before the filing deadline of the above-mentioned election. The certification shall include copies of ALL of the following:

a.Resolution of Necessity

b.Certification from the Auditor

c.Resolution to Proceed.

 

All formal actions of this Trustees a concerning and relating to the passage of this Resolution were adopted in an open meeting of the Township, and all deliberations of this council and any of its committees that resulted in such formal action were in meeting open to the public.  This resolution shall be in force and take effect upon its adoption.

Mr. John Baughman seconded the motion.

     Mr. John Brose explained why we need to put this levy on for the park.  Mr. Reser stated that on a $100,000.00 property this levy would cost $35.00 per year. 

Mr. John Brose reported that the PA system is up and running at the Park.

Mr. Brose reported that the tombstones have been repaired at the North Greenfield Cemetery.

Mrs. Stalling brought up about the life insurance policy from Stolly Insurance for life insurance on the fire department personnel.

For: $50,000.00 of coverage it would be $4498.00 per year

       $25,000.00 of coverage it would be $2249.00 per year

       $10,000.00 of coverage it would be $900.00 per year.

After some discussion, Mr. Baughman made a motion to go with the $50,000.00 plan, seconded by Mr. Cook.  Brose, yes, Cook, yes, and Baughman, yes. This is as long as it all plans out, as in the paperwork.  Mr. Brose has a few questions to be answered. 

     Mr. Cook reported that he talked to Melony Baker and the PTEC Committee is planning to have the Street Dance on August 15 at the firehouse. Mr. Cook said that he talked to the Logan County Health Department, and was told that it is ok for the PTEC to have food vendors at the Street Dance.  There will also be garage sales in town that day.

     Mr. Don Lyons contacted Mr. Brose about getting “Children at Play” signs on T.R. 141.  There has been 2 new families with children that has moved in out there.  All Trustees are okay with getting and putting them up on T.R. 141.

   Mr. Brose has talked to Mrs. Ardella Baxley and there is a group of women here in town that would like to have some exercise equipment put up in the park. The Trustees went over to West Mansfield and looked at the equipment they have, as the women have been going over there and using that equipment.  Mr. Brose had 2 quotes for the equipment, a company out of California was $33,660.00, a company out of Florida was $9,999.00. The company out of Florida is called Pro Playgrounds.  This is for 8 pieces of equipment.  The Trustees will install the equipment.  The women would like us to put it behind the restrooms in the shade.  We would put it on a cement slab.  After some discussion, Mr. John Brose made a motion to purchase the equipment from Pro Playground for $9,999.00, seconded by Mr. John Baughman.  Brose, yes, Cook, yes and Baughman, yes.

      Mr. Brose reported that he had a woman contact him with compliments on the fire department.

     Mr. Brose reported that the buildings are still closed and the park is open.

     Mrs. Stalling brought up that the Board of Elections called her and they have our voting booths, do we want them back?  After some discussion, the Trustees agreed to get them back. 

     Mr. Kyle Richards brought up about new mattresses for the 2 beds at the firehouse.  Kyle reported that the mattresses are $359.00 each, $22.00 for protectors and $71.00 for a frame.  Totaling $833.00.  Mr. Cook made a motion for said purchase, seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.  Mrs. Stalling will order the mattresses, and Mr. Brose will order the rest of the items.

     Fire Chief, Mr. Doug Henry, brought up about getting the new, old squad re-lettered.  It is going in tomorrow to Loudenville to Burgess and it will cost $1,300.00 to get it done.  They will be doing some other interior work as well. Mr. Richards needs someone tomorrow morning to help him take this vehicle to Loudenville.  Mr. Cook will check with him around 7:30 a.m. tomorrow morning.

   Chief stated that he has been checking on the addition to the firehouse.  DP&L came out and looked at the pole, and he has not heard anything from them since.

     Chief reported that Allen Twp. is getting ready to build on to their building.  Chief Steve Brose gave Chief the name of Bill Spring to come and looked at ours.

     Chief reported that he has been doing some cleaning up and organizing in the old building and he would like to have some cabinets from U-Line Co, 5 tall cabinets, 1 smaller cabinet and a gear locker for the Chief by his office.  All these total $2,648.53.  They will come unassembled and the guys can put them together.  Mr. Brose made a motion for said purchase, seconded by Mr. Cook.  Brose, yes, Cook, yes and Baughman, yes. 

     There has been a company in town surveying for sewer.

     Mrs. Stalling brought up about the Cares Act; do we want to accept the money for the Covid-19 from the State?  Mr. Brose made a motion that we are not interested in this money, seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.  Mrs. Stalling will let the Logan County Auditor know.

    

      Mr. John Brose made a motion to pay the bills, seconded by Mr. Terry Cook.
