The Board of Perry Township Trustees met in Regular Session on Monday, July 8, 2019 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also present was Bonnie Brose,  Rhonda Cook, Larry Wellington,  Linda Baldridge,  Kyle Brugler, Doug Mercer, Mike Wisner, Doug Henry, Jack Reser, Justin Taylor, Jason Epp, Chad Choutts, Dan Coats, Dan Trout, and  Melony Baker.

     Chairman Brose called the meeting to order and all stood for the Pledge of Allegiance.         

     The minutes of the previous meeting was given to the Trustees to read prior to this

 Meeting.  Mr. Brose asked if there were any additions or corrections to the minutes,

Then asked if there were any additions or corrections to the financial statements that were

 given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mr. Chad Choutts, from the Fire Dept. explained the Genesis Rescue System.  Chief Henry put him in charge of this as he has worked with one previously.  This is a tool that they can put on the engine.  Had a quote for this tool was $10,000.00.  This tool is great for limited manpower. This one tool is battery operated.  This is sort of like the Jaws of Life, it can break in doors.  This multi-purpose tool would come in very handy. 

This tool can stabilize a vehicle until more help would get there.  After some discussion, the Trustee decided that the fire dept. needs to get another quote; matter was tabled until next meeting,

      

  Mr. Jack Reser, Logan County Auditor, was here to present the Current Expense (General Levy) an also the Fire Protection Levy that the Trustees want to put on the November ballot.

        Mr. John Brose made a motion to pass the following Resolution:   This is a Necessity Resolution: 7-8-19 A

      WHEREAS, The Township of Perry requests the Logan County Auditor to prepare a Certificate of Estimated Property Tax Revenue to be generated for an additional levy in the amount of 1.00 mills which is levied for the purpose of Current Expenses pursuant to Ohio Revised Code section 5705.19(J) to be placed on the ballot for the general election to be held on the 5th day of November, 2019 and to be collected beginning with tax year 2019 which is calendar year 2020.

   NOW THEREFORE BE IT RESOLVED by the Township of Perry that the Logan County Auditor is hereby requested to present said certificate at his earliest convenience.

     Mr. Terry Cook seconded the Resolution and the vote being called upon its adoption, the vote resulted as follows:

     The County Auditor of Logan County, Ohio does hereby certify the following:

 

 On July 8, 2019, the authority of the Perry Township certified a copy of its resolution or ordinance adopted July 8, 2019, requesting the county auditor to certify the current tax valuation of the subdivision and the amount of revenue that would be produced by one (1.00) mills, to levy a tax outside the ten-mill limitation for Current Expenses purposes pursuant to Revised Code 5705.19 (J), to be placed on the ballot at the November 5, 2019, election.  The levy type is a renewal.
The estimated property tax revenue that will be produced by the stated millage, assuming the tax valuation of the subdivision remains constant throughout the life of the levy, is calculated to be $50,500.00.
The total tax valuation of the subdivision used in calculating the estimated property tax revenue is $59,772,420.00

 

It is possible that this amount will change each year.

 

     Mr. John Brose moved the adoption of the following Resolution: 7-8-19 B

 

      WHEREAS, the amount of taxes which may be raised within the ten mill limitation will be insufficient to provide an adequate amount for the necessary requirements of said Perry Township, Logan County, Ohio;

     RESOLVED, by the Board of Trustees of the Perry Township, Logan County Ohio two-thirds of all members elected thereto concurring, that it is necessary to levy a tax in excess of the ten-mill limitation for the benefit of Perry Township for the purpose of current expenses for - (ORC 5705.19 (J)). At a rate not exceeding 1 (one) mills for each one dollar of valuation, which amounts to ten cents ($.10) for each one hundred dollars of valuation, for five years, 2019, 2020, 2021, 2022 and 2023.  This is a renewal levy.

     RESOLVED, that the question of levying additional taxes be submitted to the electors of said Perry Township at the General election to be held at the usual voting places within said Perry Township on the 5th  day of November, 2019 and be it further

     RESOLVED, that said levy be placed upon the tax list of the current year after the February settlement next succeeding the election, if 51% of the electors voting thereon vote in favor thereof; and be it further

    RESOLVED, that the Clerk of this Board of Trustees of Perry Township, Logan County, Ohio, not less than 75 days before the election upon which it will be voted and notify said Board of Elections to cause notice of election on the question of levying said tax to be given as required by law.

     Mr. Terry Cook seconded the motion and the roll being called upon its adoption the vote resulted as follows:

     Mr. Brose stated that we decided to go with the renewals, as it won’t raise anyone’s taxes from what they are already paying now. 

        Mrs. Bonnie Brose reported that the 4th of July celebration was not good.  The weather in the afternoon was rainy and they did not take in near the amount of money as in the past.  She thanked Fire Chief Henry for organizing the parade and she thanked everyone else that helped in any way.  Bonnie has retired her position in the PTEC Committee.  The Township thanks her for all her hard work and dedication to Perry Township in the past years.  She has done a fantastic job.

     Mr. Mike Wisner of the Bellefontaine Fire Dept., he is a firefighter, paramedic, was here with Chief Henry to explain about the Silver Back Training.  Mr. Wisner is an instructor for this training. They are hunting a facility to hold this training.  This is training is a civilian core of a military core, for examples: school shootings, mass shootings, etc.  Chief Henry has contacted Honda, the JVS , Mary Rutan Hospital (their new building) and also the YMCA.  Perry Township will be hosting this training.  So, therefore we will be responsible for putting the instructors up in a motel and also for food.  Each student will have to pay $350.00 for the training.  This training will be held the middle of August, the 10th and 11th.  Mr. Wisner is handling the setting up of the rooms and Chief Henry is organizing the food.  They like to have 30 in the class, and if they do then they like to have 10 instructors.  Mr. Wisner has talked to the Comfort Inn in Marysville and they quoted him a price of $117.00 per room.  They should only need 3 or 4 rooms the 1st night and probably 10 the 2nd night.

       Mr. Larry Wellington brought up about the Stryker loading system.  This is for the cot in the squad. Larry and Chad went on a run recently and they could not pick up the patient.  Thankfully, there was someone at the home that ended up helping get the cot in the squad.  If we had the loading system, all they would have to do is push a button and the cot would basically load itself.  The price Larry had was $45,917.73 for the system and $1,600.00 to install it.  Trustees would like to see one of these 1st.  Bokescreek has one, so maybe we can get them to bring their squad over for us to look at.  Mr. Brose asked if there is any refurbished ones.  Mr. Brugler said that there is only 2 companies that make these: Furno and Stryker.  Mr. Brugler stated that he will contact these companies and see if they will come and do a demonstration for us.  This system is to help save wear and tear on bodies and backs.  Makes the personnel’s job easier.

     Mrs. Linda Baldridge, reported that she recently had her grandchildren at the splash pad in Marysville.  Honda donated that splash pad.  She wanted to know if we could see about getting a splash pad in East Liberty.  It was discussed and was wondered if we could do this without a water system.  Trustees told her they would check into this.

     Mr. Kyle Brugler brought up about getting Jason Epp into EMT class that is starting on August 20.  The class is $1,474.65 and this does not include the textbook.  Mr.  Brugler stated that MRH may pay $700.00 of this class.  This is for EMT-B.  Mr. Brose made a motion to send Mr. Epp to this class, seconded by Mr. Cook.  Brose, yes, Cook, yes and Baughman, yes.  Mr.  Epp will have to sign a contract with the Township. 

     Mr. Baughman reported that all the foundations are done. 

     Mr. Brose reported that he ordered 5 gallon of cleaner for the fogger.

     Mr.  Cook reported that he sold 2 cemetery lots in the East Liberty Cemetery.

     Mr. Brose brought up about the Christmas light on the tree in the Twp. Building’s yard.  After some discussion, the Trustees agreed to light the small tree and have Del-Mar come and remove the light on the big tree. The cross does not light up anymore.   Trustees stated that they would cut the old tree down.  This made Mrs. Stalling sad, as we have received numerous compliments on the lighted tree with the cross on top for several years. 

     Mrs.  Stalling brought up that the Fire Dept. needs some t-shirts ordered.  They are not going to get the embroidered emblem anymore; they are going to be screen emblems.  All Trustees agreed to go ahead and order the shirts.  

       Mrs. Stalling reported that the County Township Quarterly meeting would be July 18 at Belle Center with a picnic.

    Mrs. Stalling stated that the annual road meeting at the Logan County Engineers office is August 7 at 2:30 to 4:00.

Mrs. Stalling took the 3 hour classes for our one-point reduction for BWC.
