The Board of Perry Township Trustees met in Regular Session on Monday,
July 8,2013 at 7:00 p.m. at the Community Room in East Liberty. Roll Call; Merle Ackley, present, Jeff Rosebrook, absent, John Brose, present, and Cindy Stalling present. Also present was Bonnie Brose, Dave Frangis, Chuck and Jenny Boudrow, Keith Montgomery, Kacy Welty, Dania Welty, Dave Cook, Jack Nicholas, and Dave James. Chairman Ackley called the meeting to order and all stood for the Pledge of Allegiance. The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They both stand approved by the trustees.. Mr. Dave Frangis thanked everyone for a good 4th of July celebration, and stated that PTEC did an awesome job. Mr. Chuck Bourdow stated that it was a good 4th celebration and that he had a good, outstanding time. Then he brought up about the Grand Master of the Masons will be coming to the East Liberty chapter on April 10, 2014. He would like to get with the Trustees and see what we can do to make sure that the Lodge Hall is in tip top shape prior to this. Chuck would like to go over the building with the Trustees and see what needs to be done and who will be funding what. Trustees will be getting with Chuck and do awalk through with him. Mr. Brose stated that the carpet cleaning guys smelled mold at the Lodge Hall and so we may need to open the basement windows back up. It needs to have some circulation. Rod Cook Construction will check this out. Fire Chief Keith Montgomery reported that the new engine should be here on July 26. The rescue will be out of service the week before. Chief stated that they will have to get some small stuff when the new truck gets here, like some axe handle holders. The truck should be ready to go within 2 weeks after delivery, and Bender Communications will have to come out and change the radios. Chief reported that the grass truck needs to go to Jones’ in North Lewisburg, as it has a short in it and it needs to be fixed. Mr. Kacy Welty was interested in seeing about him attending the 120 hr. transition course for firefighters, and that the township would be willing to fund it for him. The class starts around September and it will be held in Ridgeway. This would bridge Kacy up from a 36 hr. to a 120 hr. firefighter. He will get some figures and more information before our next meeting. Mr. Welty is willing to sign a contract with Perry Township. Squad Chief Dave Cook, reported that the portable suction on the squad needs a new battery, we got one and it didn’t work, so it was sent back and they are sending another one. The batteries cost $124.00; if this battery doesn’t work then we will need to get a new portable suction unit. Mr. Dave James, of Heiby Oil Co., was in attendance about the township doing the pre-buy for our gas for the winter season. We do still have some carryover from last year. We purchased 8,000 gallons last year. The price is still the same as last year at $1.50 per gallon. Mr. James suggested that maybe we go with 5,000 gallons this year.Maybe 3,000 for the fire dept. and 2,000 for the lodge hall. After some discussion, Mr. Merle Ackley made a motion to purchase the 5,000 gallon at $1.50 per gallon, seconded by Mr. John Brose. Ackley, yes, and Brose, yes. Mrs. Bonnie Brose thanked the fire dept. for all their help on the July 6th celebration. She stated that Chief Montgomery went above and beyond, Merle rode in the parade. The firemen hosed out the shelter houses after the event which was a big help. The township thanked John and Bonnie Brose for all their hard work and dedication to putting on this event. Bonnie thanked the township for getting another dumpster for the day and thanked Dave Sharp for all the extra work he put in. Bonnie reported that the carpets have been cleaned in the Community Room and also the Lodge Hall. Bonnie stated that the next event for PTEC is the Street Dance that will be on August 17. Bonnie thanked the community for all their support. Mr. Kacy Welty reported that the immunization clinic that he wanted to get set up for the community is still in the working progress. It will be a flu and pneumonia shots clinic and will be held in the Community Room. His wife, Daina, is a nurse and would be able to do the immunizations. Mr. John Brose reported that Keith, Cindy and himself met with the lady from BWC about that grant. We have written up the information and have sent it to her for her approval. Mr. Brose reported that since we changed the electric over to DP&L Energy, our township electric bills are less than ½ of what they were. The lady in charge of the street lights called John to have a meeting as our contract is up next year. He hasn’t heard anything from her since. Mr. Brose reported that when we got the bill for the crack fill material it was suppose to be$.50 per pound and instead it was $.80 per pound. The company had over billed us. Jefferson Township was not happy about this either. John called the company and they are giving us a credit. Mr. Brose thanked Merle and Dave for spraying for mosquitoes. John has also noticed that there are quite a few dead birds lying around and that that is a sign of West Nile Virus. Mr. Merle Ackley brought up about the drive at the park to go through the gate for the fireworks people to go to the field where they set off the fireworks. It has huge ruts in it from all the rain and going through there on July 6th, should we maybe gravel that drive? We had to have tractors come in and pull out the semi from the fireworks people to get them out and it is one muddy mess. Mr. John Brose made a motion to gravel that drive, seconded by Mr. Ackley. Ackley, yes and Brose, yes. Mrs. Stalling brought up about our annual meeting at the County Engineers office is July 22 at 3:00 and our county Township meeting is July 18 at the shelter house in Belle Center at 6:30 p.m. Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. John Brose.
