The Board of Perry Township Trustees met in Regular Session on Monday,   

June 10, 2019 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, John Baughman, present, Terry Cook, present and Cindy Stalling, present.  Also present was Bonnie Brose, Kyle Brugler, Doug Henry, Doug Mercer and Eric Thorton.

     The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Alligence. 

     The minutes of the previous meeting was given to the Trustees prior to the meeting along with the financial reports.  The minutes and the financial reports stand approved by the Trustees.

   Mrs. Bonnie Brose reported that July 6 is our Celebration with fireworks and then she is retiring from the PTEC Committee.  She has done a fantastic job for several years and has been appreciated. 

     Mr. Doug Mercer, Crime Watch, wanted to get some hand-held CB’s for the crime watch members.  They are a 40 channel radio.  There has been 2 or 3 times where they couldn’t get messages passed among members.  There is a deal for a 6- pack for $79.00 each.  Mr. Brose would like to get 2 and see how they work before investing in more.  Mr. Mercer said they need 9 radios Mr. Mercer said that Karen Lyon and Doug Mercer of C&F Fabrication is willing to go ½ on the radios if the Township would go the other ½.  To buy them separately they are $100.00 a piece.  Mr. John Baughman made a motion to purchase 6 radios, seconded by Mr. Terry Cook.  Brose, abstained, Baughman, yes and Cook, yes.  The pagers, Crime Watch has been using are 4 years old and they aren’t working very well anymore.

     Mr. Kyle Brugler reported that Chief Segner, from Liberty Twp, sent a representative from UniFirst over  This company sells cleaning supplies, gloves, etc at a cheaper price.  You have to sign a 3 year contract and it has a 3% increase each year.  Mr. Brose made a motion to purchase disinfectant and gloves now from them, seconded by Mr. Cook.  Brose, yes, Baughman, yes and Cook, yes.  Mr. Brose said to just let them know what they are going to get.   

     Fire Chief Henry wanted to know why we quit the Pest Control?  Cause we got a bill and it said that it only caught 1 fly and was $75.00 per month.  Chief said there is a lot of spiders and rodents down around there now.    

     Chief reported for an FYI the Rescue Task Force is going to host a silver back training in August.    Chief has been kicking it around about getting TRC or Honda for a place to host it.  He would like to use one of their buildings.  This training covers the tactical side of things, mass shootings, etc.  Justin Taylor has taken this course.

     Mr. Eric Thorton the property owner on CR 154, brought up about the drainage on his property.  Mr. Thorton reported that it floods in the middle of the field.  He has 3 washouts and they are about 2-3’ deep.  He stated that the blown out holes have the old orange clay tile.  Mr. Brose has talked to the Logan County Commissioners again about fixing tile on private property.  Mr. Brose reported that the Logan County Prosecutor told him that the Township can fix tile on private property as long as it will benefit the Township.  

     Mr. Baughman reported that that they have been using the mats at the Cemeteries and they are great.  Great investment.

      Mrs. Stalling reported that we received the grant money for the last class that Kyle Brugler took.  Jason Epp has also signed a waiver that the Township is not responsible until he gets his classes taken.

     Mr. Baughman reported that he had a funeral in his cemetery today.

    Mr. Terry Cook reported that he ordered 2 new lights for the ball park, they were $400.00 a piece.

     Mr. Cook reported that we hired Falling Leaves to cut down a tree on T.R. 132.

    Mr. Brose stated that the trash bill from Republic is right now, Mrs. Stalling stated that we received a new bill from them today and it is still NOT RIGHT!!   Mr. Brose and Mrs. Stalling will be working on getting this straightened out.

    It has been too wet to dig for the bases at the cemeteries.

     We had a meeting with Chris Harr, who purchased the LUC Building, about the horse trough being ½ on his property and ½ on the townships property.  Mr. Harr is scared of someone getting sick and coming back on him.  After some discussion, it was agreed that Mr. Harr will donate his corner of his property to the Township and then all of the horse trough will be on Township property. 

    Mr. Brose made a motion to accept the Records Retention Schedule (RC-2), seconded by Mr. Cook.  Brose, yes, Baughman, yes and Cook, yes. 

    The Records Commission, Mr. John Baughman, Mr. Harvey Grimes and Cindy Stalling had to meet with an emergency flooding on May 27, 2019.  A lot of our records were stored in the Basement of the Township Building and it flooded.  There were a lot of records destroyed.  There is a listing of the records that were destroyed and we will give a list of the destroyed records to the Logan County Records Commission.  Mr. Baughman is chairman of our Records Commission.

     Mrs. Stalling reported that our 4 mill levy for the Fire Fund is up and also our 1 mill levy for our General Fund is up.  Mr. Brose made a motion to put on renewal levies on the November Election, seconded by Mr. Cook.  Brose, yes, Baughman, yes and Cook, yes.  Mrs. Stalling will contact the Logan County Auditor to get the proper paperwork done to get these levies on the ballot.

     Perry Township residents has received their sewer permits that have to be filed with the Logan County Health Dept for $50.00 each. 

    Mr. Baughman brought up about there being a key at the firehouse for the basement of the Township Building in case of flooding.
