The Board of Perry Township Trustees met in Regular Session on Monday,
June 14, 2021 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, John Baughman, present, Terry Cook, present and Cindy Stalling, present. Also present was Bonnie Brose, Neill Rhoades, Beverly Wolf, Steve Rinesmith, Linda Baldridge, Kenny Rosebrook and Doug Henry.
The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees prior to the meeting along with the financial reports. The minutes and the financial reports stand approved by the Trustees.
Mr. John Brose reported that the spouting at the fire house has been fixed.
Mr. John Baughman reported that he has more foundation orders.
Mr. Terry Cook reported that the walking track at the park has been fixed.
Mr. John Brose brought up that the East Liberty Church of Christ are re-sealing their parking lot and Temperance Street goes across Foundry Street into their parking lot and goes towards Martha Miller’s property to that circle that is there. They wanted to know if we would pay our share of the asphalting to cover this part of Temperance Street? We have done this before. That part of the street is 2970 sq. Ft. Another 1760; would go the circle. If we want to stop at the end of the 2970” it would be $891.00 , if we want to go the circle it would be another $864.00. Stanley’s is doing the paving. After some discussion, Mr. Baughman made a motion to do the 2971’ for $891.00, seconded by Mr. Cook. Brose, yes, Cook, yes and Baughman, yes.
Mr. Brose reported that we needed a new hand pump for the North Greenfield Cemetery. He had to order it and it costs $2,391.00
Mr. Brose reported that we need a new microwave( Lodge) and a coffee pot(CR) for the Lodge and the Community Room. Mr. Brose made a motion for said purchase, seconded by Mr. Cook. Brose, yes, Cook, yes and Baughman, yes.
Mr. Brose reported that the ball diamond lights have been fixed by HBI Electric.
Mr. Brose reported that the cracks in the bay at the firehouse needs repaired. We had Alexander come and look at it and he didn’t think it was that bad yet. Mr. Brose asked Mr. Doug Henry if his company CPI Industries, do they grind up material and can they look at these cracks to see if they can fix them? Mr. Henry said yes, they could grind it up and then fill it in with the material they use. Mr. Henry will get an estimate before the next meeting. We are also having Alexander put in a new apron across the front of the fire house and down to the drain.
Mr. Brose reported that the walking track and road down to the park need to be sealed. We had 3 estimates. After looking at all the estimates, Mr. Cook made a motion to let Liberty Bobcat do the Walking track and the road their estimate was the cheapest. It was for $6,620.00. Mr. Brose, seconded the motion. Brose, yes, Cook, yes and Baughman, yes.
Then to do the parking lot beside the firehouse, Liberty Bobcat was the cheapest there also. Mr. Cook made a motion to let Liberty Bobcat do the parking lot for $2,509.00, seconded by Mr. Baughman, Brose, yes, Cook, yes and Baughman, yes.
Liberty Bobcat said the would do our Temperance Street Shop for free.
Mr. Brose brought up about doing filling the cracks on T.R. 129, Liberty Bobcat estimate was for $6,500.00. Mr. Brose made a motion to accept this estimate, seconded by Mr. Cook. Brose, yes, Cook, yes and Baughman., yes.
The tennis court we had 2 estimates for. One from Stanley for $11,500.00 and one from Quality for $9,375.00. After some discussion all agreed to let Quality Paving do it, but it probably won’t get done until next year. Motion made by Mr. Cook, seconded by Mr. Baughman. Brose, yes, Cook, yes and Baughman, yes. We will have pickle ball also in the tennis court. We will be putting up a fence along the tennis court on the side towards the Nicholas property. Trustees signed the contract with Quality Paving.
Mrs. Stalling brought up about if we would like to have any levies on the ballot for November. After some discussion, Mr. Brose made a motion to put a 1 mill levy on for the Cemetery Fund, seconded by Mr. Cook. Brose, yes, Cook, yes and Baughman, yes. Mrs. Stalling will contact the Auditor to get the paperwork ready before our next meeting.
Mrs. Stalling had paperwork from the Perry & Company that are doing our audit. Do we want them to come out and do a post-audit meeting or do you want to go with the report they have sent us? All Trustees agreed to go with the reports, they have sent us.
Mr. Brose reported that the OPWC money, we can only use the money for asphalt. Can not be used on chip and seal or fog sealing. Trustees need to look over the roads and see what roadwork we want to do for next year to get our paperwork into the County Engineer’s Office. After some discussion, all Trustees will run the roads before the next meeting and see what they can come up with.
Mrs. Bev Wolf reported that she has been trying to contact Mr. Dan Ackley, inspector, things are going on in her neighborhood, a neighbor is putting up a pallet fence, is there anything that can be done about this fence.
Mr. Steve Rinesmith another neighbor, said he had not tried to contact the Zoning Inspector.
Mrs. Wolf reported that the old Charlie Brown property on C.R.2 originally had 3 lots, they got a variance. Now one house is getting ready to do some construction, she wanted to know did they section this off or not? Mr. Baughman said that he thinks the people in the yellow house, the Hatfield’s bought that section of property. He’s not for sure, but he thinks so,
Mr. Brose reported that he will talk to Mr. Ackley and LUC and see if there is anything we can do.
Mrs. Linda Baldridge, brought up about the Humphrey’s graves there are some bushes, can they cut them down? They are the evergreens, Trustees told her, they will cut them out for her. Mr. Cook will meet with Linda at the East Liberty Cemetery and see for sure what ones she wants to be cut out.
Mrs. Bev Wolf brought up about the old Leo Levan property at the corner of S.R. 292 and C.R. 2, is such an eye sore. Is there anything that can be done about this property? Mr. Brose said that he has the owner’s phone number and he will contact him and tell him he needs to mow the property.
Fire Chief, Mr. Doug Henry, reported that the siren went off today for a testing. The Friday regular testing at noon has not been working. They are trying to figure out what is going on with the siren.
Chief reported that they interviewed Kara Roberts, she is an FF/EMT and just needs to take her test to be a Medic. She was hired for the department.
Chief brought up about the American Rescue Plan, he is checking more into this to see what we can use the money for. This is more on the Coronavirus.
Chief reported that we had the company for the heart monitors come look at one of them. The guy from the company said that he thinks there is something wrong with the machine.
Mr. Henry wanted to know if he puts a driveway on T.R. 129, how far away from the others does he have to be? The County will tell you where to put it. They dictate that.
