The Board of Perry Township Trustees met by Conference Call due to the Covid-19, lock down by Governor DeWine on Monday, June 8, 2020 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present. Also present was Bonnie Brose, Doug Henry and James Collins .
The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees prior to the meeting along with the financial reports. The minutes and the financial reports stand approved by the Trustees.
Mr. Brose brought up about working on the tile behind the fire house (Litteral’s property). Mr. Shorty Fields found the problem, and has hopefully fixed it.
Mr. Brose reported that they are going to go and pick up the sound system this week.
Mr. Brose reported that Alexander Concrete has been working on the horse trough.
Mrs. Stalling reported that the Logan County Auditor, Mr. Jack Reser would be attending our next meeting to present all the paperwork to get the Park Levy on the ballot in November.
Mrs. Stalling reported that we have received the 4 yr. maintenance agreement on the Life Pak that Mr. Brugler had talked about at a prior meeting, It is a significant savings. In addition, the new Life Pak is in. The 4 yr. agreement is $5,760.00.
Mr. Brose stated that the foundation bases would be done in the next 2 weeks.
Mrs. Stalling brought up that we need a time sheet from Ralph Hall on the cemetery mowing’s if any of the Trustees talk to him, please tell him.
Mr. Terry Cook reported that the graves have been leveled and seeded.
Mr. Brose called the Logan County Health Department about opening up the Community Room for next month’s meeting. He is still waiting on a call back.
Mr. Brose reported that we purchased a new washer for the firehouse, as the one down there has quit working. It was purchased from Lowe’s.
Mr. Brose met with the Logan Co Health Dept. and had the water tested at the Park and at the horse trough. They both passed.
Mr. Brose brought up about receiving the bill from the company that we had to order more dumpster from on Dumpster Day. Industrial Parkway Services, we got the bill and we are paying it.
Mr. Brose brought up that we are checking on an Accidental Life Insurance for the Firefighters, Mrs. Stalling has been in contact with Stolly Insurance and we are waiting for a quote back.
Mr. Brose reported that they are looking into a new type of chip and seal with the County for the Country Roads. It is called a fog seal. It is around $8,000.00 per mile for this. This is quite a savings.
Mrs. Stalling attended an Auditor of State Webinar and the State Auditor reported that the Property Taxes for next year should stay stable, he is not sure yet about the Gas Tax, as with this lock down, people are staying home more. The local government funding will probably go down 20%, the State receipts will probably be down 20% and the Motor Vehicle taxes will probably be down 40 to 60 %.
Mrs. Stalling brought up about for the rest of the year taking Dave Sharp’s pay out of the General Fund, the Cemetery Fund and the Park Fund, as the Gas Fund is being depleted quickly. Mr. Brose made a motion to do so, seconded by Mr. Baughman. Brose, yes, Cook, yes and Baughman, yes.
Mrs. Bonnie Brose was reporting for Barb Rose, Barb contacted her complaining on the Cemeteries, they need to be mowed and trimmed more. Barb stated that her Dad, Bobby Dean, would never have let the Cemeteries look this bad. Barb said either fix it or replace him. There has been a weather issue; we have had a lot of rain on consecutive days. Mr. Cook said he told Mr. Hall not to mow cause of it being too wet.
Fire Chief, Doug Henry, brought up about them wanting an imaging camera from Fire Safety Services for $7,362.00 with a 5% discount, so it would be $6,994.38; this is to go on Engine 42. We already have one on Engine 41. Chief applied for a grant and we did not get it. Trustees told him thanks for trying. Mr. Brose made a motion for said purchase, seconded by Mr. Cook. Brose, yes, Cook, yes and Baughman, yes.
Chief reported that he did apply for 2 cameras, the only FD in the County that got any money was Huntsville FD, and they applied for protective clothing. Chief will place the order from FSS.
Chief reported that the 2nd squad is pretty well equipped and ready to go. It is probably 80% ready.
Chief reported that we got the MARCS radio ID’s changed over from Union Co to Logan Co. (From Raymond to East Liberty). Chief reported that they would probably set the utility truck outside and put the 2nd squad in the firehouse. Chief is still checking on adding on to the side of the firehouse. He has talked to DP&L about the pole right beside the front corner of the firehouse. To see what they can do with that pole if anything. There are some other options if they cannot move the pole.
Mr. Jim Collins brought up about the fire dept. retirement being tabled, is it still on hold or not? Mr. Brose said it is still on hold, as we still do not know how much money we are going to be losing. Jim reported that he has talked to another FF/Medic at the FD and he told Jim that if we would do this he would consider staying here, but he has to do what is best for his family. Trustees totally understand this. Mr. Brose says he wants to wait a little bit longer; we do not want to start something we can continue.
