The Board of Perry Township Trustees met in Regular Session on Monday, October 13 , 2014 at 7:30 p.m. at the Community Room in East Liberty. Roll Call; John Brose, present, Jeff Rosebrook, present, Terry Cook, present, and Cindy Stalling present. Also present was Bonnie Brose, Dave Frangis, Linda Baldridge, Joy Litteral, Dave Cook, Doug Henry, Keith Montgomery, Rhonda Cook, Pup McColloch, Dan Ackley and Larry Wellington. All stood and recited the Pledge of Alligence. The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. All minutes and reports stand approved. Mrs. Bonnie Brose reported that PTEC will be hosting their annual auction on Oct. 25 at 6:00 p.m. at the Lodge Hall. She is still accepting any and all donations. Squad Chief, Mr. Dave Cook, reported that he has received a lot of compliments on the new squad. The Trustees reported that the warranty on the squad is for 7 years. Mr. Larry Wellington reported that the 911 numbers are here. They will be discussing how they are going to be distributing them at tomorrow night’s fire meeting. Mr. Dave Frangis reported that we hosted the Logan County Fire Meeting and he noticed that the firehouse lights were really dim. He had put together some quotes for some new lighting for the firehouse bay area. Dave went over the quotes with the Trustees. The quote was for 6 fixtures, 24 bulbs for $322.27. These are 4’ T-8 bulbs. These are new fixtures and we can use the existing cords that are there now. The other quote was for keeping the existing fixtures and getting new bulbs and balances. $323.79 going this way. This is with T-12 8’bulbs. These bulbs are no longer being manufactured. These quotes are from Loeb Electric where Dave works. Dave also had a quote for new fixtures for the Community room. We will need 9 fixtures. You can get 2 bulb or 3 bulbs fixtures. The difference in the price is $4.00. The 2 bulbers don’t come with the bulbs, but the 3 bulbers have the bulbs in them. After some discussion, Mr. Jeff Rosebrook made a motion to purchase the 6 new fixtures for the fire house and 9 new fixtures for the Community Room, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes. The Trustees will install them. Mr. Dan Ackley, zoning inspector went out to the resident on 141 where the barn burned. He is replacing the barn and told Dan that it will be agriculture. He wants to raise steers. Dan brought up about the pool at Ken and Amber Rosebrooks. They were suppose to take it down but it is still up. They still haven’t gotten a permit. After some discussion, the Trustees told Dan to call Amber again and ask her to take it down or they will have to get a permit and put a fence around it. Mr. Terry Cook reported that we have gotten the new squad. Mr. Jeff Rosebrook reported that they have gone as far on the tile on 132 until The beans come off the fields. We have put in around 375 to 400’ of new tile. . Terry reported that he has a funeral on Friday. John contacted DP&L about that light over the lodgehall door and they said that it will be done by October 17. Terry brought up about closing the park. Trustees agreed to close it on October 29. John wanted to know if they were going to dig around the restrooms yet this year? There is the electric line, the water line, the sewer line all to deal with. Stevenson Construction, who built it, suggested we dig down to the foundation. That way we can find out exactly where the water problem is and what is causing the raising in the concrete. John said there are cracks in the center wall and the outside wall. Jeff suggested we hook up the downspouts and see what happens from there. All agreed to give that a try and see what happens. Terry brought up about cancelling the mosquito spraying. We had a hard frost last Sunday. All Trustees agreed to cancel him when he comes this Wednesday to spray, that will be his last time. All foundation bases are in and ready for the monuments to be delivered. Trustees have been considering purchasing a tiller for the Bobcat. They will use it in the Cemeteries and also on the roads. John called to see about a used one, and they don’t have any. A new on is $3,700.00. After some discussion, Mr. Brose made a motion to purchase the rotator tiller, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Jeff suggested that when we call to order the tiller, to see if they have a used trailer for sale. We have already approved getting one. John reported that the lighting of the Christmas tree will be Friday, December 5 at 6:00 p.m. Trick or Treat will be October 30, from 6:00- 7:30 p.m. The FD and EMS will be out patrolling the streets. Trustees agreed to give each of them $50.00 for the night. John had waivers from the Insurance company for the fire truck rides for the parade in town. We went over the waiver and had some discussion on it. Mr. Terry Cook made a motion that as long as the waivers are signed let kids ride in the parades, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. John brought up about replacing the sinks in the Community Room, the Library, the office, and the 2 in the Lodge Hall. They are old and corroded and look awful. It’s hard to get some of them turned on and off. This is a total of 5 sinks and to be replaced with just a wall mount sink. John made a motion to purchase the 5 sinks, seconded by Jeff. Brose, yes, Rosebrook, yes and Cook, yes. John stated that there is a shortage in salt for the roads this winter. This will be effecting how we can clean off our roads this winter. The price for the salt is going to be almost triple from last year. Every time we take the dump truck out with a full bed of salt it will be around $1,000.00 for the salt. Pup discussed some other options along with the salt. It is just going to be a mess this winter trying to keep our roads clean like we like them. Our contract with DP&L Energy will expire in December. If we want to stay with them we do nothing. They have raised their price a little bit and it would be that price until Aug. 2016. John wants to call and talk to them about this price increase before we renew it. Fire Chief Montgomery asked for a 2 ½” pistol grip nozzle for the engine. This comes from Fire Safety and costs $852.00. Mr. Terry Cook made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Chief wanted to know what the deal is with Victoria??? Victoria is wanting to join the Fire Dept and she is 18 yrs of age. We have put her on our Workers Compensation policy. She has not taken any of the classes to become a fire fighter. She drove the engine the other day and this was very concerning to the Trustees, with her age, not being classified as a FF yet. John told the Chief that we need and he would like for him to put together some rules for the young people coming up and want to join the dept. (Ex. Can’t drive the fire trucks until they are trained, can’t go into any fires until they have their cards, etc.). John stated that we just need to make sure everyone is safe and protected. She needs to be trained by a driver with a teaching certificate to be able to drive the trucks. Joe Torsell, member of the PTVFD has this teaching certificate. Anyone joining the department also has to have a physical too. Chief is to work on putting something together before the next meeting. There was a lot of discussion from the floor about this situation. Mr. John Brose made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes, and Cook, yes.
