The Board of Perry Township Trustees met in Regular Session on Monday, October 12 , 2015 at 7:00 p.m. at the Community Room in East Liberty. Roll Call; John Brose, present, Jeff Rosebrook, present, Terry Cook, present, and Cindy Stalling present. Also present was Doug Mercer, Bob Harrison, Linda Baldridge, Joe Freyhof, Carmen Scott, Dave Cook, Keith Montgomery, Darren Conley, Terri Snapp, Ginny Montgomery, Daina Welty, Kacy Welty, Mitch Current, Larry Wellington, Bev Wolf, Jenny Boudrow, Sandy Wilcox, Joy Litteral, Chuck Boudrow, and Bonnie Brose.
All stood and recited the Pledge of Alligence.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. All minutes and reports stand approved.
Mr. Bob Harrison and Mr. Carmen Scott were here to give us information on the Logan County Health Board levy that will be on the November ballot. They gave an overview on what has happened since the last time the levy didn’t pass. Since 2008 they have been operating on the inside millage (10mill)., which is $28.00 per year for a $100,000.00 home evaluation. Mr. Scott talked on the good of the Health Dept., he is Co-Chrm of the Health levy which is a 5 year levy. They asked all to be in favor of the levy and vote for it. They passed out some packets explaining about the levy. If it don’t pass each township will have to pay inside millage to the Health Dept, which would cost Perry Township around 26,000.00 per year.
Mrs. Linda Baldridge, reported that the street light at the end of her drive is out. It keeps going off and on. Mr. Brose will report it.
Mr. Joe Freyhof was here to explain a Neighborhood Watch. He had some brochures that he handed out. Many in attendance are interested in starting a Neighborhood Watch because of all the vandalism and break-ins that have going on lately. Mr. Freyhof reported that we only have 3 Sheriffs for the whole county. Watch neighbors would drive around and look for suspicious things going on around the town. Things that look out of place. This would be for us to REPORT only to the Sheriff’s dept. The group is going to get together with Joe and have a meeting. There was a sign-up sheet for anyone that was interested.
Squad Chief, Dave Cook reported that they have had 98 runs so far this year. He told the Trustees that he is working on his Christmas wish list for them for the squad. The football games are done. They will be finishing up the pump tomorrow.
Fire Chief, Keith Montgomery, reported that they have been inspecting the gear and Dave Frangis’ is 10 years and needs to be replaced. They will be having training on the new stabilizers on Oct. 15 at 6:00 p.m. at JD and Jessica Gibson’s house.
The pump on the back of the truck is on, but the shaft and the crank shaft were bent. This is after the fire at Mad River Mountain. The foam we could turn into Mad Rivers
Insurance. We need to check on the pump for insurance, but after some discussion, how would we prove that it happened at the fire at Mad River. But, the pump got rocks in it and ruined the pump, it has to be replaced. How to avoid this happening again? By putting a screen in the pump. Checking to see if there can be screens put in.
The fire dept. would like to have a program called Active 9-1-1, it works off the smart phones, tablets, computers, etc., You can get the runs sent to the FF/EMT’s phones. You get notifications in 10 seconds. Everyone can reply back with this application, it is $11.75 per year per device. Kacy figured it up to have all EMT’s/FF and volunteers it would cost $282.00 per year. This is from a company out of Oregon. Sometimes the tones aren’t going out to all the pagers. Dave Cook hasn’t been getting all the tones. Logan Co. Sheriff Dept. is using this system. We would still get dispatched out. It would be for the members only. After some discussion Mr. John Brose made a motion to get this, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Kacy will get the ball rolling tomorrow.
Mr. Mitch Current had been given paperwork on the radio frequency from FCC. Mitch is working on a grant for the Marx radios. He will be working with Bender Communications, they will be sending a guy here to help Mitch with the grant paperwork. He is going to try to get $4,000.00 per radio. That is what the grant is for.
Mitch said we will need 5 more mobile units for the trucks and 6 or 7 more hand-helds. We appreciate Mitch doing the grant paperwork, it is a 3 million dollar grant from the State Fire Marshall of Ohio, we will not know if we get it or not until Jan or Feb.
Mitch brought up about a junction box for the generator line, it will be $331.50 from Fire Safety Services. This is a plug-in. Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Larry Wellington brought up about the Natural Gas people, they only have 4 people that have sent in their checks for the $1,000.00 hook-up. And they need 13 to start. John will call the guy tomorrow, and see if Linda Baldridge is in the Phase 1 of this project or not.
The township needs to send in our money of we want to have it in the fire house and the old shop building beside the fire house and the Lodge Hall.
Mrs. Bev Wolf, the guy that owns the property at the corner of SR 292 and CR2, there are still old vehicles out there. John told her that the guy who owns the property has rented the property out, to Dean Schneider. This is who the Trustees are talking to. Bev said that there has not been any vehicles moved and now there is a trailer out there too and that is new. John said that the trailer has been there. There was some conversation about whether there was current tags on the vehicles or not. Each having a difference of opinions. Jeff said he stopped and checked out the tags. Bev said there has been kids running in and out of the garage like crazy. No one knows who the kids are. Dean told the Trustees that he was going to put up a fence, but hasn’t yet.
Bev brought up that she has chickens from the neighbors running all over her deck, are they suppose to be penned up? They are coming from one of the apartments next door to her. We need to check this out with the zoning inspector, Mr. Dan Ackley. John will check with him and then give her a call.
Bev brought up again about Jeff Rosebrook’s conditional use permit. Jeff told her he is working on it and she will know when it is going to be.
Mrs. Bonnie Brose, brought up about Darren Conley and Doug Mercer being Co-Chrms for the Neighborhood Watch Committee. All agreed this was a great idea. They can get together and set up the first meeting.
Mrs. Jenny Boudrow, John asked her if the Street light by them has been fixed, they said No. John will check it out and let them know if it’s not fixed.
John brought up again about the Natural gas. John said that if we want it, we would have to pay $1,000.00 for the fire house and they can use the same meter for the building next door to it and then we would have to pay $975.00 for the Lodge Hall. Mr. Brose made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Mrs. Stalling brought up about our health insurance, are we going to accept it with the 10% raise.
RESOLUTION # 11-12-15
Mr. John Brose moved the following Resolution:
BE IT RESOLVED, by the Trustees of Perry Township that the policy of paying hospitalization, dental and vision insurance for all elected officials and full-time employees will be continued. All policy coverage is to be the same terms and any premium adjustments will be made at the arrival of the next notice of each policy.
BE IT RESOLVED, that if any elected official chooses not to have hospitalization, dental and vision insurance coverage that he/she may so elect to have life insurance instead.
BE IT RESOLVED, that said payment shall be made from the General Fund, Gas Fund, Road and Bridge Fund, Cemetery Fund, Park Fund, Special Fund (Fire) as appropriated.
LET IT BE RESOLVED, that in the event if a change or loss of the now existing coverage the Township would at that time pick up full hospitalization, dental and vision insurance to match the terms of the other official’s policies. Until such time life insurance coverage will be selected if he/she chooses the life insurance policy instead.

Mr. Terry Cook brought up about cleaning off the cemeteries. All agreed to start cleaning off on Nov. 1 and you can re-decorate starting Nov. 8. Cindy will advertise in the Examiner two times.
Mr. Cook brought up about closing Perry Park. All agreed to close it the week of Oct. 26.
Mr. Jeff Rosebrook had quotes for the windows for the Lodge Hall. Quote from Rod Cook Construction was $4,125.56 and the quote from Kurt Penhorwood was for $4,371.50. After some discussion, Mr. Jeff Rosebrook made a motion to accept the quote from Rod Cook, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, abstained. We will need to figure out a color for the windows.
Mr. John Brose reported that the mosquito man is done spraying for the season. Next year, Josh Levan will be taking the chemical test, so there might be an option for him spraying for us. As we would like to have the town sprayed after 10 p.m.
Mrs. Stalling asked if the FF/EMS will be patrolling for us again on Trick-or-Treat night. They both agreed to. Mr. John Brose made a motion to pay each dept. $50.00 for the evening, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Mrs. Bonnie Brose reported that the Perry Township Events Committee Auction will be held on October 24 at 5:00 p.m.
