The Board of Perry Township Trustees met in Regular Session on Monday, October 10 , 2016 at 7:00 p.m. at the Community Room in East Liberty. Roll Call; John Brose, present, Jeff Rosebrook, present, Terry Cook, present, and Cindy Stalling present. Also present was Doug Mercer, Linda Baldridge, Dave Cook, Daina Welty, Kacy Welty, Mitch Current, Larry Wellington, Bonnie Brose, Joy Litteral, Karen Lyons, Don Lyons, Rhonda Cook, Kim Kerns, Ina Warrick, Keith Warrick, Keith Warrick, Jr., Dave Frangis, Doug Henry, Jessica Gibson, Dan Ackley and Pup McColloch.
All stood and recited the Pledge of Alligence.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. All minutes and reports stand approved.
Mrs. Bonnie Brose thanked everyone who helped out with the PTEC auction.
Mr. Larry Wellington reported that the training he, Kacy and Dave went to was great, they got a lot of information to bring back to our department. He thanked the Trustees for the opportunity to go to that training.
Saturday is Fire Safety Day and Larry has set up a lot of things at the firehouse in honor of the day. Everything is coming together really well and we are supposed to have great weather. Fields Grocery is donating 150 hot dogs for the event. They still need chips and buns. The Mason’s bought cakes from Kristy Ackley for this event also.
There are a few signs out advertising this also.
Mrs. Joy Litteral, reported on the Logan County EMS meeting. The idea of rotating their meetings was tabled as they only had 4 responses from the email that went out about this.
Mr. Doug Mercer reported that it is the 1st Anniversary of the East Liberty Crime Watch. Great job by all the members.
Squad Chief, Dave Cook, reported that the squad is up to 92 runs. The EMS staff has been trained on the Auto-Pulse, so it is on the truck now ready for service. The BWC guy is supposed to be here on Oct. 25 at 2:00 p.m.
Dave stated that the street light by his property is still not working right. John will report it again.
Dave Frangis thanked the Trustees for letting him go to that training. He said that it was very educational and that he learned a lot. Can’t wait to pass it on to the others in the department.
Mrs. Linda Baldridge asked about the gas line, Mr. Brose told her that he has called the company today and hasn’t gotten a response, so he will call him again tomorrow.
Mr. Kacy Welty reported that the software that we are using now for EMS reporting is not going to be working later this year. He and Dave Cook have been working with Darin Robinaugh about this. He had paperwork on a new company called IPCR out of California that Darin is going to go with. The annual fee for one device is $100.00. Right now with Tri-Tech we are paying $525.00 annually. We will only need one device. It is a more internet based software system and they do charge a fee for each time you use it of $2.50, it would be billed monthly through Darin. Darin’s fee does not change it will continue to be 10%.
This is an Apple based program and I-pad based program only, so we will need to get an I-pad and a case for it. The laptop we have can go to the fire side and be put in the engine. Kacy had quotes for I-pad for $399.00 from 2 different companies, one being Best Buy. Protective case , Otter box is a good one for $74.99 and has a guarantee with it. Darin will come out here and do an in house training for us. The company we have now, Tri-Tech is not going to be compliant with the State of Ohio when they go to Version 3 of this program. After a lot of discussion, Mr. Terry Cook made a motion to change companies and to get the I-pad and case, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Jessica Gibson said that she is willing to get trained to do our own billing.
Kacy thanked the Trustees for sending him to this class, he said it opened his eyes up a lot and was very educational as well.
Assist Fire Chief, Doug Henry and Mitch went to the radio meeting at the County. Still haven’t decided anything because of funding. The County is going to go to the Commissioners and see if they will help with the funding. The next meeting is going to be Nov. 22. Doug stated that he wants to put the laptop in the engine, so it might take some changes, updates to get it where they can use it for the 9-1-1. Might have to get a cell phone for the engine to.
Mitch reported that they got the grass truck fixed.
Kim Kerns, Ina Warrick were here about the shooting range. There is still problems. Levi Elliott is still a NO SHOW at our meeting. Levi did come into the Village of West Mansfield’s office last Friday and he told Kim that he still has not contacted the NRA. So, that means that he has had 4 months to do this and he has not done it yet. Mrs. Kerns had a letter of complaint from the clerk of West Mansfield, Mr. Dave Evans. The letter from Perry Township still hasn’t been sent. Kim would like to file an injunction. Mrs. Ina Warrick, trustee of the Conservation Club, reported that she contacted the NRA on August 24, And Nino Vitale;s office, the State Representative. She was told by the NRA that she has to wait and have an open range case before anything can be done. She has to wait until a range technical team representative has to call her. They will come out and tell them what needs to be done, what needs to be worked on. After a lot of discussion, we are going to go to Eric Stewart, of the Logan County Prosecuting Attorney’s office, with our letter and then we will go from there, as per he advises. Dan Ackley, zoning inspector, is going to go out and take pictures of the building to take to Eric Stewart. Mrs. Kerns would like to see it shut down until the NRA shows up. Everyone is concerned with the safety issue here. The Trustees thanked the Warrick’s for coming to the meeting.
Mr. Terry Cook reported that we turned in our road report to the Logan County Engineer.
Mr. John Brose reported that the cemeteries have been cleaned off for the fall clean-up. Mr. Jack Nicholas suggested to Mr. Brose that we get solar lights in the flag poles at the cemetery and at the Park. It will run around $30.00- $40.00 each. Mr. Jeff Rosebrook made a motion to get a couple for the Park and see how they work, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes
Mr. Brose reported that we accepted the bid from the County to do our 6 culverts.
Mr. Jeff Rosebrook is going to get quotes for radiant heat for the shop and fire department.
Mr. John Brose reported that we need to get new tires on the pick-up.
Our GMC truck is going to need new brakes and a fuel tank for a cost of $5,600.00. Thought about trading it in but it’s a 2009 and we wouldn’t get anything for it so we are going to try to fix it up and keep it.
John reported that they cleaned the ditch out past the elevator. Got it freed up.
John stated that we might need a new refrigerator at the Lodge. Last week he cleaned up a lot of water in it. It is leaking water from the freezer, but the freezer is froze. It is leaking up around the light in the refrigerator part. John has put a pan in it for now.
John suggested to go to the scratch and dent, we could probably get one for around $ 300.00. Mr. Jeff Rosebrook made a motion to go ahead and get a new one, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Brose brought up about our old road signs and posts, he read in the ORC
505.10 (7) that if it is under $2,500.00 and has no value, we can dispose of them.
Mr. Brose had Rhonda Lane make copies of all the pictures in the Community Room. We need to pay her for doing this, she does not want any money, she said to give what we would give her to PTEC. After some discussion, Mr. John Brose made a motion to pay Rhonda $200.00 for taking the pictures and she can give the money to PTEC herself and we will get her a $50.00 gift card, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Rhonda put all the pictures on a disc and John is going to put them on the website.
RESOLUTION # 10-10-16
Mr. John Brose moved the following Resolution:
BE IT RESOLVED, by the Trustees of Perry Township that the policy of paying hospitalization, dental and vision insurance for all elected officials and full-time employees will be continued. All policy coverage is to be the same terms and any premium adjustments will be made at the arrival of the next notice of each policy.
BE IT RESOLVED, that if any elected official chooses not to have hospitalization, dental and vision insurance coverage that he/she may so elect to have life insurance instead.
BE IT RESOLVED, that said payment shall be made from the General Fund, Gas Fund, Road and Bridge Fund, Cemetery Fund, Park Fund, Special Fund (Fire) as appropriated.
LET IT BE RESOLVED, that in the event if a change or loss of the now existing coverage the Township would at that time pick up full hospitalization, dental and vision insurance to match the terms of the other official’s policies. Until such time life insurance coverage will be selected if he/she chooses the life insurance policy instead.

Mrs. Stalling brought up about closing Perry Park. All trustees agreed that they would close it on October 24.
Mrs. Stalling brought up about patrolling on Trick-or-Treat night. The Fire
Dept, the Squad and Crime Watch will all be out patrolling. John Brose made a motion to give all of them a $50.00 donation, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes.
Mitch brought up that it has been brought to their attention that the light bar on the grass truck cannot be seen from behind. Mitch would like to get 4 corner lights, strobe lights for the tail lights. Mitch thinks they run $800.00 to $900.00 from FSS, installed. After some discussion, Mitch is to get prices before next meeting.
Mrs. Stalling brought up about the rut in their back yard, John said he will look into this.
