The Board of Perry Township Trustees met in Regular Session on Monday, October 9, 2017 at 7:00 p.m. at the Community Room in East Liberty. Roll Call; John Brose, present, Jeff Rosebrook, present, Terry Cook, present, and Cindy Stalling present. Also present was Doug Mercer, Linda Baldridge, Bonnie Brose, Joy Litteral, Karen Lyons, Don Lyons, Doug Henry, Reuben Mees, Mike Johnson, Tim Stalling, James Collins, Dan Coats, Ken and Renee Rosebrook, John Baughman, Jenny and Chuck Boudrow and Josh Levan.
All stood and recited the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. All minutes and reports stand approved.
Mrs. Joy Litteral reported that they have had their 1st County n EMS meeting. There is a new EMS Coordinator and he works in the ER.
Mrs. Bonnie Brose reported that PTEC will be having a bake sale on Dumpster Day to help out with the fireworks.
Fire Chief, Doug Henry, brought up about the extended warranty for the auto-pulse. It is $3,975.00 for 3 years. If ours go in the shop, they will loan us one to use. Mr. Terry Cook, made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Chief reported that the new grass truck is getting close to being done. The fire dept is wanting some storage put on the sides, Sutphen can do this for $2,800.00 to $3,000.00. Mr. Brose made a motion for said purchase, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
The firemen have been testing hose, some of it is out dated and some didn’t pass the code. They will need 3” and 5”, Chief will get some prices put together before the next meeting.
Chief brought up about the 24 hour positions, they are having some troubles getting these filled. Chief reported about maybe looking into a possibility of some retirement or benefits to try to keep employees here. Kyle Brugler is working on some options.
Mr. Dan Coats brought up about losing Kacy as a 24 hour position, can we get an ok maybe to let the other 2- 24 hour positions fill in until Kacy gets replaced. This will put the 2- 24 hr guys in to overtime, if we want the 24 hour coverage. All fire depts. Are having the same problems. Mr. Brose said he didn’t see a problem with this for a couple of months. Mr. Cook stated that he wants them to pay the overtime, as to not having anyone at the firehouse for coverage. Mr. Rosebrook made a motion that the 2- 24 hr guys can work some overtime for the next 2 months, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Terry Cook reported that as of now the shooting range at the West Mansfield Conservation Club. This is until all the dirt gets moved where it should be. There is a meeting on Oct. 19 about the shooting range at 7:00 at the Community Room. This is a Zoning meeting.
Paying the fire dept. This 28-day pay has a lot of us confused, Mr. John Brose made a motion to pay month by month next year, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Brose reported that Brad from LUC has called a meeting about this marijuana growing situation on Oct 11, at 7:00 at the Lodge Hall. This is for Perry, Jefferson and Zane Townships.
Mr. Brose reported that the new garage doors will be hung at the fire house tomorrow.
The Republic trash bill is all messed up. Mr. Brose would like to see after dumpster day, seeing about changing trash companies. Look into Rumpke and see what they will offer us. Trustees will look more into this before our next meeting.
Mrs. Stalling read a resignation letter from Kacy Welty, he is resigning his 24-hour position. He will still like to be on call. All Trustees accepted his resignation.
Mr. Cook reported that Kurt Penhorwood of Liberty Bobcat repaired the shelter houses. He put tin on the ends of them.
Mr. Terry Cook reported that we striped T.R 127 and 129, we only striped the middle stripe. We will not be striping the sides.
Mr. Cook reported that the dump truck is in bad shape, we may want to think about trading it in next year.
Mr. Jeff Rosebrook brought up about getting a grab bucket for the Bobcat. It is $2,500.00. Mr. Brose made a motion for said purchase, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Jeff Rosebrook has been working on the electric at the Park, he had to replace the breaker.
Mrs. Stalling brought up about closing the Park. Trustees said they will do it the last week of October.
RESOLUTION # 10-09-17
Mr. John Brose moved the following Resolution:
BE IT RESOLVED, by the Trustees of Perry Township that the policy of paying hospitalization, dental and vision insurance for all elected officials and full-time employees will be continued. All policy coverage is to be the same terms and any premium adjustments will be made at the arrival of the next notice of each policy.
BE IT RESOLVED, that if any elected official chooses not to have hospitalization, dental and vision insurance coverage that he/she may so elect to have life insurance instead.
BE IT RESOLVED, that said payment shall be made from the General Fund, Gas Fund, Road and Bridge Fund, Cemetery Fund, Park Fund, Special Fund (Fire) as appropriated.
LET IT BE RESOLVED, that in the event if a change or loss of the now existing coverage the Township would at that time pick up full hospitalization, dental and vision insurance to match the terms of the other official’s policies. Until such time life insurance coverage will be selected if he/she chooses the life insurance policy instead.
Mr. Terry Cook seconded the Resolution, and the roll being called upon its adoption, the vote resulted as follows:

Mrs. Stalling brought up about patrolling on Trick-or-Treat night. The Fire
Dept, and Crime Watch will all be out patrolling. John Brose made a motion to give both of them a $50.00 donation, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. Dan Coats brought up about the electric for the new office at the Fire House, Jeff said he will get it done next week.
The cemetery bases need to be done this week.
