The Board of Perry Township Trustees met in Regular Session on Monday,
September 9, 2019 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, John Baughman, present, Terry Cook, present and Cindy Stalling, present. Also present was: Doug Henry, Larry Wellington, Doug Mercer, Rhonda Cook, Linda Baldridge, Daniel Trout, Kyle Brugler, Dan Coats, and Dan Ackley.
Chairman Mr. John Brose called the meeting to order and all said the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved by the Trustees.
Mr. Doug Mercer reported that there will be a Crime Watch meeting on Thursday night. Mr. Brose stated that he has ordered 6 more radios for the crime watch members.
Fire Chief, Doug Henry, brought up about the hydraulic tool for the medic. Mr. Brose reported that it has been approved by the Logan County Prosecutor. It is the Gensis tool with a battery. We can get extra batteries from Home Depot, as they will be cheaper there. We will order the tool and it will come with tips and a charger for $11,528.00, it will be $11,400.00 with no charger. Chief reported that there will be a guy from the company come up to the department to demo on how to use the tool. After a lot of discussion, Mr. Brose made a motion to purchase the tool with tips and no charger for $11,440.00, seconded by Mr. Baughman. Brose, yes, Baughman, yes and Cook, yes.
Chief brought up about getting new hires drug screened and back ground checked. The drug test will be a 10-2 for $50.00. We will set this up with Logan County Corporate Health Services with Mary Rutan Hospital. It was brought up about sharing this information with other townships. We should put a time limit on this, if we choose to do this. We need to change this in our Policy Book. Mr. Brose brought up to get Kristy Wellington to write something up about this in our policy.
Chief brought up about our Inspection Program. Annual Inspections of businesses should be being done by the fire department routinely. The inspectors have to be licensed. Chief Henry and Kyle Brugler are licensed. Mr. Brose made a motion to accept the Fire Protection Program, seconded by Mr. Cook. Brose, yes, Baughman, yes and Cook, yes.
Chief Henry attended the County Fire Chief Meeting a month ago. They were discussing the lack of squad availability. Ryan Furlong stated about looking into combining all the squads in the county and running under 1 district. They were trying to get something in place before it gets to the Logan County Commissioners. They have put a committee together and Chief Henry is on this committee. This committee has not met yet, but Chief wanted on the committee to have a voice on this part of the county. Mr. Brugler reported that 46% of our runs are mutual aid runs.
Zoning Inspector, Mr. Dan Ackley gave a zoning report.
Mr. Kyle Brugler reported that the new modem for the firehouse is in motion. When we get it, we will have to cancel the old modem.
Mr. Larry Wellington stated that they got a new cell phone for the medic. It needs to be activated. The one in there now does not hold a charge.
Mr. Terry Cook reported that the new fence is done at the park.
Mr. Cook reported that the cemeteries have been sealed and crack filled by Liberty Bobcat.
Mr. Brose brought up about road work for 2020. He would like to put 1 ½” asphalt on T.R. 131 from C.R. 2 to C.R.8. and chip and seal the end of T.R. 131. Mr. Brose made a motion to do this roadwork, seconded by Mr. Baughman. Brose, yes, Baughman, yes and Cook, yes.
The PTEC Committee wants to have a Haunted Trail at the Park on Oct. 24, 25 and 26. They are looking for help with this.
The flowers needs to be off the Cemeteries by Oct. 1 and re-decorating can start Oct. 8.
We will close the Park at the end of October.
The base orders that are in will be poured.
Mr. Brose had paperwork from Chris Harr pertaining to giving us the land that the horse trough is on. The paperwork needs signed by the Trustees, then taken to the County to be recorded, then we will get a deed.
We received our check from the Recycle Center. I was for $526.00, which is smaller than last years check.
